Before the start of the August meeting of St. Florence, Clr. Eardly welcomed the new clerk, Carol Clemson.

Public Participation

Mr. Jonathan Edwards; Mr. Des Hughes.

Mr. Edwards had liaised with the tree ispector from the cunty council who had no objections to him felling the dead tree on The Green as it was not in any conservation areas.

Mr. Hughes informed County Clr. P. Kidney that there were several overhanging trees that required attention, as they were blocking out the streetlights near to Fiddlers Lane.

MINUTES

Public toilets provision: Following the special meeting held on July 24, which only two members of the public attended, it was decided that the best course of action would be to close the toilets near the Village Shop and relocate at the Village Hall by changing Storeroom 4 into toilet cubicles. Clr. Eardley recently met with Richard Brown and John King from PCC who were both pleased with the proposal. David Schofield, county surveyor, would now price up the conversion and discussions would then follow with regard to funding of same.

Pot holes - Fiddlers Lane: Emails had been received by both the community and county council from Mr. Mountney, Fiddlers Lane, regarding the worsening condition of the potholes on the lane. As Fiddlers Lane was classed as a public bridleway, the county council had no duty to maintain or repair same.

Clr. Kidney advised that two residents who resided at the very end of the lane paid privately for it to be surfaced from their properties to the site of the wooden gateway. Other residents were asked to cover the cost from the gateway to the main road in the village, but declined.

The county council would not adopt this road unless it met certain criteria of highway standards – if the residents were not prepared to cover the costs between them, it would not be adopted.

However, Clr. Kidney was sure that the county council would consider 'patching' the lane from the Village Hall car park entrance to the main road.

Clr. Buckmaster suggested that the conditions with regard to adopting the road be looked at once the council had 'patched' same.

Clr. Evans commented that as one of the properties at the bottom of the lane was currently for sale, any new residents needed to be advised that they had a right of vehicle access only and that the gateway on the lane must not be locked at anytime.

Matters Arising

Adoption of complaints and compliments procedure: Clr. Buckmaster informed the meeting that no reply had been received from PALC. The matter was to be discussed further at the next meeting.

Contracts of employment: The new clerk signed her contract and would be initially employed on a 13-week probationary period. She was asked to research an appropriate contract for the booking clerk. The clerk would also contact the council's solicitors for clarification on the legal owners of the Village Hall. Clr. Buckmaster would continue in the role of temporary caretaker in an unpaid capacity for the time being.

Village grass, shrubs and trees maintenance tender: Two tenders had been received. Following a lengthy discussion, and to give councillors time to view the tenders, it was decided to hold an extra meeting to determine who would be awarded the tender.

Village Hall works, repairs and painting: Loft insulation - Clr. Evans had approached three local builders for quotes. One quote was received. Clr. Evans was to chase the other two quotes ready for the next meeting. Clr. Buckmaster offered to investigate what was stored in the loft as it may need to be removed.

Painting - Clr Hughes suggested that professional decorators be hired to carry out the redecoration inside the hall and volunteers paint the building externally. It was decided to put the internal decorating out for tender towards the end of the year and carry on with volunteers painting externally.

New commercial cooker - Due to the cost of same and possible limitations on use due to insurance clauses, Clr. Phillips was to enquire on the cost of a larger six-ring domestic cooker and extractor fan.

Planning

Permission granted for wind turbine at Jordanston Farm.

County Councillor's Report

Clr. Kidney informed councillors that: the grass in Parsons Green and Parklands would be cut by the property developer; the rubbish from Greenhills should be removed that week; the street lighting at Trefloyne Lane would be investigated; and parking issues at Flemish Close hah now been resolved
