Among matters considered and discussed at last month’s meeting of Manorbier Community Council were the following:

Matters Arising from the minutes

The clerk said he had yet to receive any response from Sinead Henehan, PCC, following MCC’s invite to her to provide a briefing on the Enhancing Pembrokeshire grant.

The clerk confirmed he had written to Manorbier United Football Club (MUFC) to re-iterate that the second-hand roller must be kept on site at the North sports field. Clr Hall said that the roller had not yet been returned to the North sports field. Clr Hall and Clr Hannon outlined their understanding of the current position with the MUFC committee. The clerk was asked to write to MUFC to ask for the names of the elected officers of MUFC.

Correspondence

• Letter from Manorbier and District Twinning Association (MDTA) seeking permission to use North sports field for a car boot sale (no date known at this stage). Members expressed some concern about cars churning up the football pitch. Clr Hall said cars could be kept off the pitch area. Clr Clark proposed that MCC grant permission for this car boot sale to go ahead on the North sports field providing cars are parked on the old cricket area and not the football pitch and that MDTA arrange their own event insurance. All in favour.

• Letter from Simon Hart MP about his engagement with Hywel Dda on their consultation on changes to NHS services, including Withybush Hospital downgrade.

• Letter and documents from Local Democracy and Boundary Commission for Wales on their draft proposals - Review of Electoral Arrangements for the County of Pembrokeshire. Members agreed to discuss at their August 2018 meeting.

Planning

Proposed extension to existing bungalow to create new utility room, sun lounge and enlarge existing bedroom with en-suite shower room at 13 Hawthorn Lane, Jameston. Clr Long proposed that this application be recommended for approval. All in favour.

Fell ornamental cherry tree at Warlows Cottage, Manorbier. Cllr Hall proposed that this application be recommended for approval. All in favour.

Action Tracking

To receive updates on the following matters, not covered elsewhere in the agenda:

Car parking at Manorbier Station - no further update.

Beavers Hill Crossing – installation of road ramps. No further update, although councillors noted that Network Rail had cut back vegetation at Beavers Hill and Manorbier Newton level crossings.

Installation of a vehicle actuated speed (VAS) sign and rumble strips on the approach to Jameston from the Pembroke direction and in Manorbier. No further update.

Installation of footpath - Windy Ridge to Hounsell Avenue, Manorbier. No further update.

Public footpath SP23/9 – Park Farm, Manorbier to Bush Terrace, Jameston - request to fully open up to the public. The clerk reported upon an update from PCNPA who had confirmed that footpath diversion work had been scheduled over the last few weeks and an inspection had been planned.

Jameston Play Area - inspections update. Clr Williams provided his latest report which had highlighted one minor issue; rust on the top swing bar. Overgrown trees at the boundary of the play area had also been highlighted at public participation. Council agreed to tackle these issues later in the year.

Defibrillator for Jameston -no further update.

North and South sports fields, Manorbier. Peripheries had now been cut back at both fields by Richard Mason. Mr Mason had now been asked for a quote for the cutting back of the boundary hedges in both fields. Clr Hall said he would ask MUFC about the rubbish and the broken guttering at the pavilion.

Other matters

To receive an update from Clr Hall on ways of reducing use of plastic within MCC’s area. ZeroWaste Week was confirmed as September 3-7, 2018. Clr Hall reported that he had still to speak with Laurence Blackhall at Tenby Town Council. Members agreed to discuss again at the September meeting of MCC. Clr Hannon drew attention to the amount of waste that comes from boats and this could also be a topic for Clr Hall}s discussions with Tenby Town Council.

To consider and approve MCC policy in respect of the payment of the annual allowance for councillors. The clerk confirmed that he had not included two determinations in discussions held at the July meeting of MCC. He summarised the determinations and asked that the following be voted upon:

Determination 52 - CTCs are authorised to provide a Civic Head payment to the Mayor/Chair of the council up to a maximum of £1,500 to undertake the functions of that office. Clr Hall proposed that MCC did not adopt this. All in favour.

Determination 53 - CTCs are authorised to provide a Deputy Civic Head payment to the deputy Mayor/Deputy Chair of the council up to a maximum amount of £500 to undertake the functions of that office. Clr Long proposed that MCC did not adopt this. All in favour.

To consider and approve a donation request to Sandy Bear Children’s Bereavement Charity. Members noted the donation request and after a brief discussion, Clr Hall proposed that MCC approve a donation of £100. This was agreed.

Emergency Items

Clr Hall reported that residents in Skrinkle had reported a broken manhole cover just off road between the play area and the RAR. The clerk was to report this.

Clr Miall raised the issue of car parking and inconsistent issuing of tickets at the DAK and at Atlantic View, Manorbier. Motorists were getting tickets at the DAK even if cars were parked beyond the yellow line, but not at Atlantic View. Clr Hall also mentioned that camper vans, parked overnight, were not getting tickets. The clerk was asked to write to PCC and PCNPA for their views.
