Before the start of the August meeting of Penally Community Council, Clr. P. Bradbury thanked all councillors present for attending, reiterating that an August meeting was not usually held, but due to the number of outstanding matters it was proposed in the July meeting that one should be held.

Among matters considered and dicussed were the following:

Planning applications received

Kiln Park Caravan Centre - Erection of a first floor external terrace, installing of windows and roof lights, and modifications to the existing ventilation and plant systems on the existing complex building The council had no concerns or objections regarding this application.

Longfield House, Longfield, Penally - Proposed extension to existing dwelling. The council had no concerns or objections regarding this application.

a) Progress of LDP - No further information. Diarised for the September meeting.

b) The Grange sewer connection - It had been purported that further consent was awaited by the developers to enable the connection into the private sewer.

c) Footpaths around The Grange chalet site – Investigations were taking place by Pembrokeshire County Council into possible land acquisitions to enable this pathway.

d) Lily Ponds Farm One Planet application – No decision as of August 14.

e) The Manor change of specification – No decision as of August 14. The clerk advised the council that additional plans had been added to this application on the planning authority’s eebsite.

Queen of Clubs – Licence Application

The clerk advised the council that correspondence had been received from the Pembrokeshire County Council Licensing Department advising of the forthcoming committee meeting when this application wuld be considered, Councillors were invited to attend. Discussions took place regarding this invitation. Clr. P. Bradbury stated that if possible he would attend. The clerk confirmed her attendance.

Correspondence

• A letter was received advising the council that a request had been passed to the Pembrokeshire County Council for a footpath to be added to the stretch of road between Four Winds Lane and School Lane. See Clr. Preston’s report.

• Notice from Pembrokeshire County Council: Erection of one timber holiday lodge with decking, passing bay, vehicular access, designated parking space and pedestrian link from Strawberry Lane. This application had been refused.

• Notice from Pembrokeshire County Council: Palmers Lake, Penally - Demolition of Upvc conservatory and construct new two storey extension. This application had been conditionally approved.

• Notice from Pembrokeshire County Council: Pixie Grove - Tree surgery and felling. This application had been conditionally approved.

Camping on Village Playing Field: Following correspondence between councillors, Clr. J. Preston, Pembrokeshire County Council, the Police and the clerk, this matter had now been resolved and the tent had been removed.

b) Signs/fly posting on the fence opposite the Kiln Park entrance: The clerk advised the council that there were only three posters on this stretch of fence at present. Pembrokeshire County Council would be re-opening this case and contacting the three offending parties.

c) Signs/fly posting on the fence at the junction of The Clicketts and Marsh Road: The clerk advised the council that a notice had been received from Pembrokeshire Coast National Park Authority advising that investigations were ongoing regarding the posting of banners on this fence.

County CLR. Jon Preston’s report

Parking at Village Hall and Bus Stop: A works ticket has been issued regarding the scheduled works to provide parking bays outside of the village hall and the parking restrictions at the Village Green bus stop. The painting gang currently have a large workload, but I have been informed that the work will take place in the next few weeks.

Live firing on Sundays: In response to a formal complaint that I made on July 9 regarding out of hours live firing at the Penally range, I have received the following information from the Training Safety Officer at the Air Defence Range Manorbier (including Penally Camp and Range) - Full bore, high velocity, military rifle firing was not taking place outside the ‘normal’ publicised firing times on the occasions mentioned. Penally Range military byelaws are not governed by any dedicated range firing times, therefore firing activities can occasionally take place outside the ‘normal’ published firing times. Listed below are the safeguards that were applied during this activity and the reasons behind them.

1. Only clay target shooting with shotguns was being carried out at Penally Range on the evenings in question between the daylight hours of 1900hrs to 2030hrs.

2. As in accordance with the Clay Pigeon Shooting Association, the safety distances for this activity are relatively small, so there was only a requirement to fly the Range in Use Flag (located at the target end of the range) to show the danger area was only between the 300m firing point and the stop butt.

3. There was no danger to any members of the public, as in accordance with the military range byelaws, the public are not permitted to enter the inner fenced rnge area at any time. A firing point sentry was continuously observing the small danger between the 300m firing point and the stop butt to ensure no members of the public tried to cut across the range.

4. The relatively small safety distances involved in clay target shooting allowed the members of the public continued use of the Pembrokeshire Coastal Path, hence the reason no other flags were flown, and the sentry posts were not manned around the extremities of the outer range boundary.

5. In order to avoid confusion over whether the coastal path was accessible to the public the clay target shooting timings were not publicised.

6. At no time were noise levels from the clay target shooting above the levels permitted by current UK Health and Safety legislation.

In order to allay the concerns of the Penally community, and to ensure that members of the public can still enjoy the Pembrokeshire Coastal Path walk around the range in the future, all clay target shooting carried out on Penally Range will be publicised with dates and timings, but also clearly stipulating that the Pembrokeshire Coastal path route around the range is still accessible whilst this type of activity is being carried out. I have thanked the Training Safety Officer for his full and detailed response.

Extension of footpaths along the by-pass: Following a request by a member of the Penally community, PCC’s highways deptartment have agreed to extend the footpaths along the by-pass between Four Winds Lane and the crossing point at School Lane. The highways officer at PCC agrees that having witnessed pedestrians walking on the road in the past several years that an extension of the footway would be a very worthwhile project. Therefore, PCC will prepare a scheme to excavate and construct a 1.5m wide footway within the existing highway verge between School Lane and Fourwinds Lane. At this point in time, highways are unable to say when they will be able to carry out this work, but forecast that it should be towards the end of the current financial year.

Boules/Petanque update: PCC have yet to receive an expression of interest for an Improving Pembrokeshire grant from the Petanque club. I have an officer in place ready to move this project forward once the club have secured the funding required.

349 bus service: Following a complaint made to me regarding the 349 bus service not collecting passengers through the village and heading straight along the by-pass one day last week, I have received the following explanation from the service provider First Cymru. The 349 inbound to Tenby in question had broken down on route at Neyland. By the time the replacement bus got to Neyland to take over, the bus was substantially late. As the driver of the 349 had to take over the Park and Ride (P&R) service in Tenby and relieve the driver already on the P&R service, he was given the instruction to run out of service as far as he needed to, to try and get the bus back on time and make his timed takeover of the P&R. The driver did have passengers on and dropped them at their destinations on route. Unfortunately, due to a high volume of traffic, he didn’t get into Tenby until just after 12.15 pm and missed his first run of his P&R service.

The spokesperson for First Cymru went on to say: “ It is unfortunate that the driver had to miss out parts of the 349 route, but if he had followed the whole route in service, he wouldn’t have been in Tenby until almost 1 pm and that would have resulted in the P&R being affected a lot more.”

Enforcement and drainage: I have asked council officers to access some construction works in the village that have been reported to me this month. I have also requested an assessment of the land to the rear of Giltar Terrace in regard to drainage.

According to PCC records there is no highway drainage system on this part of Strawberry Lane and with Giltar Terrace being more than 10m away from the highway the matter would not be highway related. The issue of water ingress is more likely to be caused by ground water, particularly water which may be following any utility trenches to the property. I am also reminded that property owners are responsible for ensuring that their property is watertight above and below ground.

Community Land Trusts: Community Land Trusts (CLTs) are a form of community-led housing. A CLT is an initiative, set up and run by local community members to develop and manage homes creating new housing opportunities for the people of Pembrokeshire. CLTs act as long-term stewards of housing, ensuring that it remains of a good quality and genuinely affordable into the future, based on what people earn in their area. This sector has grown rapidly in the last six years and there are now over 225 Community Land Trusts in England and Wales. Community Land Trusts have so far developed over 700 permanently affordable homes and aim to develop a further 3000 homes by 2020. The largest Community Land Trusts have over 1000 members each. Two-minute street clean: Pembrokeshire County Council initiative to place a cleaning station in the village to enable walkers to carry out a litter pick while out walking. To propose its location.

Following consideration of where to place a cleaning station, Clr. Neal proposed that a two-minute street cleaning station A Frame be placed on land in the ownership of the council situate at the village end of School Lane. Clr. Cavill seconded the proposal with all councillors in full agreement. Clr. Cavill was to forward possible location photographs to the clerk for onward submission to the Pembrokeshire County Council.

Land registration - update of the meeting with the council’s solicitor on matters appertaining to the registration of land in the ownership/guardianship of the community council: Clr. P. Bradbury advised the council that he, along with the clerk, attended a recent meeting at the Carmarthen office of Redkite Law. Following discussions, Clr. P. Bradbury proposed that the council act on their Solicitors advice. Cl. Neal seconded the proposal with all councillors in full agreement.

Councillor vacancy - co-option notice for newspaper and confirmation of dates for possible interviews: The clerk advised the council that notice has been received from the Returning Officer of Pembrokeshire County Council confirming that the regulation 10 requests from electors for an election to be held had not been received and therefore Penally Community Council ccould now fill the vacancy for a community councillor by co-option. Clr. D’Arcy proposed that the Clerk prepare the appropriate notices for insertion into the local paper and upon notice boards within the village. Clr. C. Bradbury seconded the proposal with all councillors in full agreement. Any persons wishing to be considered for co-option to contact the clerk and interviews to be held at the September meeting.

Public footpath maintenance by Pembrokeshire County Council: Clrs. Cavill and Preston were to liaise regarding this issue following which Clr. Preston would communicate with the Pembrokeshire County Council.
