At the start of last month’s meeting of Manorbier Community Council, Clr. George Hislop was welcomed as a newly co-opted member for Manorbier ward.

Among matters considered and discussd were:

MATTERS?ARISING?FROM?THE?MINUTES

Clr. Hughes read out a letter from Jane and Peter Kidney confirming that they were content for MCC to surrender the superior lease of North Sports Field and Pavilion, Manorbier, without any ongoing obligations to MCC. Clr. Hall confirmed that Gavin Evans, MUFC, would ensure that water and electricity accounts were paid and accounts transferred back to Peter and Jane Kidney. Clr. Hall said that he had a key to the field which he would return to Peter Kidney together with any pavilion door key. Clr. Hannon asked that a letter be sent to Peter and Jane Kidney to thank them for their help on this matter and for ‘taking back’ the field and pavilion in their current condition, without further obligation to MCC. The clerk read out a response from Pembrokeshire County Council (PCC) about recent road flooding near Brumwells Farm Machinery, Jameston. PCC’s maintenance team had been informed to note and action.

Correspondence

A letter was received from Clr. Ray Hughes reporting that he had received a number of telephone calls from local residents saying how much they had enjoyed the Over 65s Christmas meal, provided free of charge over two days by members of the Manorbier Bonfire Committee. Jameston Hall Committee was also thanked for the free use of the hall for the two days and also everyone else involved, including the cooks who helped to make the meals a success.

An email was received from from Helen Brickell about flooding issues in Manorbier Newton.

An email from Welsh Government highlighted the need for new developments over one dwelling house or where the construction area was 100 sq metres or more, to have a Sustainable Drainage System (SuDS) for surface water before construction work began.

PLANNING APPLICATONS

Two-storey extension to western elevation, single storey garage to western elevation and raised patio to front at Fernhill, Summerhill Lane, Manorbier Newton. Clr. Williams proposed that this application be recommended for approval. All in favour. 

One other planning decision notice was noted.

COUNTY?COUNCILLOR’SREPORT

County Clr. Phillip Kidney provided the following report:

Huw Evans, Transport for Wales (TfW), had confirmed that he had spoken with Network Rail (NR) who in turn had confirmed that NR did use the land at Manorbier Station for access, but may consider offering some of the land for car parking spaces. A meeting was planned, following an audit of station requirements across the network. MCC’s request for car parking spaces would be highlighted at the meeting.

Beavers Hill Crossing - TfW would ask NR about signage at the crossing, but TfW was sure that this would be a PCC issue.

Rumours that PCC would be taking back in-house the county’s care and social work were unfounded. There were no plans for PCC to take back the whole of the care system, although a small PCC team had been undertaking some work following the collapse of Allied Health Care.

County Clr. Kidney was thanked for his helpful update.

ACTION?TRACKING

Repairs to various walls in MCC’s area - Clr. Williams agreed to speak with the landowner about the condition of the wall in Kiln House Lane, Jameston.

Installation of a vehicle actuated speed (VAS) sign in MCC’s area - County Clr. Kidney reported that Ben Blake, PCC, would be visiting to offer some advice.

Installation of footpath, Windy Ridge to Hounsell Avenue, Manorbier - County Clr. Kidney confirmed that an application had been submitted to PCC under the Enhancing Pembrokeshire Grant.

Jameston Play Area, inspections and vegetation update -Clr. Williams had undertaken an inspection of the play area that day. There were no issues to report apart from finding a loose dog lead rope on the carousel. Clr. Williams had retained this.

Diversion of public footpath SP23/9, Park Farm - No update. The clerk was asked to chase PCNPA for an update.

ANNUAL?PRECEPT

The clerk handed out copies of the draft proposed 2019/20 Annual Precept requirements spreadsheet prepared by the chair and clerk in advance of the meeting.

Clr. Hughes summarised the proposed spend, including increases or decreases, under each of the expenditure headings, based on last year’s precept. He highlighted the reduction in grass cutting costs following the surrender of the lease for North Sports Field, Manorbier, and a reduction in the annual insurance premium for Jameston Village Hall.

The draft precept proposed would see a reduction of just under 10 per cent from last year.

Clr. Williams said he had recently undertaken some work at the Bier House, Manorbier, free of charge, but said that the double doors at the front were starting to rot. Clr. Hall agreed to have a look.

Vegetation (Buddleia) at the back of the Bier House was also starting to grow again, but Clr. Williams said he would look to deal with it.

After discussion, Clr. Hannon proposed that MCC’s annual precept for FY 2019/20 be agreed at £20,825, a reduction of £2,075 on FY 2018/19. All were in favour.

OTHER?MATTERS

Councillor training opportunities provided by One Voice Wales (OVW). The clerk highlighted the latest OVW (and other providers’) training modules available. No nominations were received, but Clr. Hughes said he would consider attending a Planning Aid Wales training event, to be held in March.

To consider and approve completion of the Community Health Council’s (CHC) Planning Questionnaire 2019/20. The clerk read out the four questions that formed the CHC’s Planning Questionnaire. Members discussed and made comments accordingly, which the clerk agreed to send to the CHC. Better access to GP surgeries and improvements for patients awaiting treatment in A&E were two of the points made.

To consider and approve a charitable donation to Teenage Cancer Trust (TCT). Clr. Hughes read out the charitable donation request from TCT. Members appreciated the good work done by TCT, but noticed that the TCT was not based locally. Clr. Hall proposed that a donation should not be made on this occasion. This was agreed.

Installation of the De Barri Coat of Arms on signage in MCC’s area. No update was available this month.

To consider and approve funding for Jameston Community Association (JCA) for the purchase of the village hall driveway from PCC. Clr. Hughes confirmed that this matter was ongoing and PCC had been contacted.

To receive an update (if any) from Clr. Hall on ways of reducing use of single use plastic within MCC’s area. Clr. Hall said that he had received an email acknowledgement from the Welsh Government, but this had been the same response as before. He agreed to keep MCC informed on any developments.

EMERGENCY?ITEMS

Clr. Hall handed a cheque for £100 to MCC from Manorbier Community Events, as part of the proceeds from the 2018 bonfire event in Manorbier. This was a contribution to either the purchase of the driveway from PCC for Jameston Village Hall or towards the cost of the Vehicle Actuated Speed signs proposed for MCC’s area. MCC was thanked for its support toward the annual community bonfire event. Clr. Hall also wished to thank Clr. Marcia Kidney for all her work in arranging MCC’s 2018 Christmas dinner.

Clr. Clark suggested that a write up of the Over 65s Christmas dinner be provided to the Tenby Observer. Clr. Hislop offered to help.

Clr. Hislop said he had been approached previously by a local resident about the narrow footpath between Vicarage Fields and Manorbier Post Office in Manorbier. Wheelchair users had experienced problems and had to use the road at this point. On one occasion a wheelchair user was forced to swerve away from traffic and had fallen out of the wheelchair. Clr. Hislop asked if this footpath could be widened. County Clr. Kidney agreed to look into the matter and report back.
