Matters arising from the minutes
The clerk reported that he had booked himself on the joint One Voice Wales (OVW) Society of Local Council Clerks (SLCC) annual event on May 14 in Llandrindod Wells, as agreed by council at their meeting.
Correspondence
An email was reecived from Stackpole and Castlemartin Community Council expressing concerns over the closure of an Outstation Registration Service in Pembroke Dock and encouraging other community councils to write to Pembrokeshire County Council (PCC) along similar lines.
Clr. Hall proposed that MCC write to PCC to express its concerns, in support of the Stackpole and Castlemartin Community Council. All were in favour.
An email was received from Pembrokeshire Coast National Park Authority (PCNPA) and a letter from PCC about a replacement Off Street Parking Order. The new order does not involve increasing charges or introducing charging at additional car parks. It covers Manorbier Beach Car Park and Skrinkle Headland Car Park.
A letter was received from PCC acknowledging receipt of MCC's precept for 2015/16 of £18,000.
planning application and other notices
Demolish existing single storey building and replace with two-storey building to provide games room, reception and three-bedroom manager's accommodation at Manorbier Bay Holiday Park, Manorbier. Councillors noted that there would be very little visual impact on the National Park and that breeze block and timber products were to be used. The project would be an improvement on existing buildings. Clr. Peter Kidney proposed that MCC recommend approval of this application and when a vote was taken, seven were in favour, with one abstention.
Certificate of Lawfulness for the stationing of a static caravan for residential use/holiday accommodation at Norton Farm, Manorbier. Councillors expressed some concern over what it perceived as inconsistent decision making by PCNPA in respect of similar static caravan Certificate of Lawfulness (CoL) applications.
Clr. Terry Williams and Clr. Peter Kidney noted that another similar CoL application had been refused by PCNPA but the caravan in question was still in situ, whilst another CoL case (in Lydstep) which had been refused by PCNPA (approved by MCC) had seen the caravan removed.
Clr. Willcocks reminded members that MCC should consider each planning application/CoL application on its merits.
Councillors asked that the clerk seek clarification from PCNPA on their policy on CoL applications and on enforcement.
In respect of this CoL application, Clr. Hall proposed recommending acceptance, and when a vote was taken, three were in favour, with five abstentions.
Tree works at Lydstep Beach Village, Lydstep. The chair confirmed that the trees involved included sycamore. Clr. Long proposed recommending approval of this application and all were in favour.
Other planning notices were noted by councillors, including withdrawal of NP/14/0693 - change of use of land to winter storage of up to 50 touring caravans from January 10 to February 28 in any future year, at Buttyland Caravan Park, Manorbier. MCC had emailed PCNPA to ask about the position of the Enforcement Order placed on the applicant by PCNPA. The clerk reported that no response had yet been received.
Members also noted that NP/14/0709 - enlarge existing garage at Long Park, Manorbier - had now been withdrawn and that the agent was currently in discussion with the owner regarding a revised scheme.
COUNTY
COUNCILLOR'S REPORT
County Clr. Phillip Kidney provided the following report:
Planning application NP/14/0446 - use of land for the stationing of one gypsy static caravan, retention and re-siting of one touring caravan together with utility/day room, septic tank, alteration to ground levels, formation of earth bunds and improvements, alterations to access at The Oaks, land adjacent to Wynd Hill Farm, Manorbier - was being recommended for refusal.
Manorbier bus shelter had been repainted that day.
Chippings would be used to fill in gaps between the tarmac and the verge on roads in Manorbier Newton.
Zipwire supports at Jameston Play Area - no news as yet.
PCC had agreed to install a new bin in Jameston Play Area.
The Brumwells Garden Machinery diversification planning application was to be decided upon by PCNPA later that week. A site visit had been positive.
PCC's new chief executive advertisement was being published shortly with a top basic salary of £130k.
County Clr. Kidney was thanked for his update.
Action Tracking
Updates were received on the following matters:
Installation of three new community noticeboards - work completed.
New bus shelter in Jameston - the clerk confirmed that the new bus shelter in Jameston was to be erected later that month.
Surrender of sub lease for Skrinkle Community Centre - YHA had confirmed that Skrinkle Hall still had one leak. YHA's electronic equipment had previously identified 74 points of ingress. YHA said that equipment in the hall had been safely stored, but would need collecting by owners, including MCC. YHA had now confirmed that MCC could surrender the lease without penalty and had sent a simple draft Deed of Surrender for the council to consider. Clr. Terry Williams proposed that they sign this and all were in favour. Clr Long thanked the clerk for his work on this matter.
Issues around Jameston Play Area: Clr. John Williams asked about the electricity pylon and associated stay in the play area and queried if a wayleave existed.
Clr. Williams reported that because of this equipment he was unable to complete the fence panelling by a distance of some foure metres.
The clerk was asked to contact Western Power Distribution about any wayleave agreement.
Clr. Hughes said that 'No Dogs Allowed' notices had been printed, but had not yet been laminated or put up on entrances to the MCC-owned Jameston Play Area or on the entrance to the North Sports Field, Manorbier. He confirmed he would action this shortly.
Two new community benches in Manorbier - Clr. Hughes confirmed that these had been delivered to Green Grove. He said these would be installed soon.
OTHER MATTERS
Membership of One Voice Wales: Clr. Terry Williams proposed that MCC renew its membership of OVW at a cost of £177 for 2015-16. All were in favour.
Donation request from Cruse Bereavement Care, Pembrokeshire: Clr. John, Clr Long and Clr. Terry Williams all expressed concern that this request was not from a local body whilst acknowledging that many charities were deserving of donations. Clr Long proposed that no MCC donation be approved. All agreed.
Update on the draft agreement between MCC and Manorbier United Football Club (MUFC), in respect of the Sports Pavilion at North Sports Field, Manorbier: Clr. Hall had spoken to MUFC who had confirmed that the relevant documents had been signed by them. Unfortunately, MUFC had incorrectly signed documents the first time round. The chair confirmed that the latest email from MUFC had confirmed that signatures had now been witnessed by Lewis and Lewis and documents had been handed back to Red Kite. The clerk reported he had not heard anything from Red Kite as yet. MUFC had also confirmed that two padlocks had been purchased for the field and pavilion. Clr. Peter Kidney said he would need to be given a duplicate set of keys.
