Among matters considered and discussed at the September meeting of Manorbier Community Coucil, held at Jameston Village Hall, Jameston, were the following:
CORRESPONDENCE
A Hywel Dda health board information pack was received regarding changes to maternity and neonatal services in Glangwili and Withybush Hospitals.
Also received was Clr. Hine's report, via One Voice Wales (OVW), of his attendance at the OVW Stakeholder Reference Group. Clr. Hine also attended the recent OVW area committee meeting and asked that any views from councillors on health service issues (hospitals and surgery) should be sent to him in time for the next SRG meeting on October 21.
A Pembrokeshire County Council (PCC) email confirmed the dates for the town and community councils' consultation on PCC's budget setting process for 2015/16. These were set for October 14 and 23. There were no MCC nominations at this time.
An email was received from Mr. Tony Wales about the BOAT road in Lydstep. County Clr. Phillip Kidney agreed to chase up the repairs to the road as far as the boathouse, should any tarmac be available.Council noted that this issue was not the responsibility of MCC.
A letter was received from Pastor Fiddy setting out how the recent community council grant was spent by Emmanuel Gospel Church. Also received was a request for a donation from Shelter Cymru, but no donation was agreed on this occasion.
There was also a letter from Simon Hart MP about the enabling of fibre broadband in the Manorbier area by June of next year.

Emergency tree work at Lydstep Haven, Lydstep - all in favour.
PV array and rainwater harvesting at plot 7, Landway, Jameston. Councillors considered this to be a good project and recommended approval.
Various tree works at the rear garden of Curlew Cottage, Manorbier – all in favour.
Other planning notices, including a withdrawn planning application from Park Farm Holiday Park, Manorbier, were noted.

OTHER MATTERS
Directional road signage for Jameston Village Hall: County Clr. Phillip Kidney confirmed that PCC would only be able to provide one directional sign to the hall and asked council for their views on its location. Clr. Hughes agreed to meet with County Clr. Kidney the following week to discuss the siting of the sign. Members suggested that MCC might be able to provide funding for a second sign, if financial constraint was the issue in providing a second sign? Clr. Hughes would take forward discussions with the county councillor and report back.
Lighting for the bus shelter at Skrinkle: County Clr. Kidney said there was no further news. Clr. Terry Williams asked if a small solar panel, located on the bus shelter, could be provided to generate lighting at the stop? Council agreed that the problem would not have arisen if the bus shelter had not been moved from its original location, beneath a street light.
Pot hole/flooding on A4139 near to The Slough: County Clr. Kidney confirmed that repairs would be made by the end of September.
Post box at Lydstep: No further update as no response had been forthcoming from Royal Mail to MCC emails.
County councillor's report. In addition to the information already given, County Clr. Kidney confirmed that he would be meeting with PCC's highways department shortly at Beavers Hill Crossing to discuss flooding at that location. Clr. Hughes thanked the county councillor for his updates.
Legal matters concerning the draft agreement between MCC and Manorbier United Football Club (MUFC), in respect of the Sports Pavilion at North Sports Field, Manorbier: Clr. Hughes reported that MCC had now signed off the final draft underlease and this had been returned to the solicitors. The clerk reported that he was unsure if MUFC had yet been sent their copy to sign. In response to a question from Clr. Peter Kidney, Clr. Hughes confirmed MCC's responsibilities at the sports field and pavilion, should MUFC not sign the lease agreement. Clr. Terry John expressed his concerns about MUFC being able to meet the costs of utility bills. Clr. Hughes re-affirmed that the sports field was for the use of the whole community and that MCC had spent a lot of time and effort on safeguarding the field for use by the community, including the football club, since this issue raised its head in 2013. Clr. John Williams asked about the maintenance of the outside of the building. Clr. Hughes said that the agreement covered this point.
Jameston Play Area: Clr. Hughes apologised to council and the local children that the new bar for the swings had yet to be delivered by a local contractor. This was still awaited. Clr. John offered to help if the bar was not forthcoming. Clr. Hughes said he would be chasing up delivery. Clr. Hughes and Clr. Hine added that some vandalism had occurred to one piece of the newly-installed equipment. Clr. Hughes had since arranged a repair and no further damage had occurred. Clr. Hine also said the waste bin had been pulled out of its base and the picnic table had been moved. During a visit to the field, Clr. Hughes witnessed a dog fouling in the playing field (watched by its owner, who collected the waste), but was appalled that a dog owner allowed this to happen in a children's playing field. Councillors asked about erecting signs banning dogs from the children's play area. County Clr. Kidney agreed to seek up-to-date advice on procedures to be taken on banning dogs and would report back. However, Clr. John Williams proposed that MCC erect signs banning dogs totally from Jameston Play Area. All were in favour.
County Clr. Kidney was asked to provide two such signs. Clr. Terry Williams asked about the padlock and chain on the gate entrance to the field. Clr. Hughes confirmed that the padlock and chain had been cut to allow the installation of the play equipment earlier this year. Clr. Terry Williams proposed that MCC fund the purchase (by Clr. Hughes) of a new padlock and chain for the gated entrance to the play area. All were in favour. This would leave the two kissing gates to be looked at by MCC, in due course.
County Clr. Kidney suggested that Andrew Griffiths, the local PCSO, Dyfed-Powys Police, be notified if local residents hear or see any vandalism taking place in the field. Clr. Hughes agreed to speak with Andrew Griffiths, to alert him to these issues and also suggested that local residents may also wish to call 101 if they wished to report any vandalism.
Charitable donation request from Pembrokeshire Citizen's Advice Bureau and a charitable donation to Macmillan Cancer Trust: Clr. Hughes reminded members that Clr. Hall had asked for these to be put on the agenda for the meeting. Clr. Marcia Kidney understood that MCC had previously agreed to only provide charitable donations to local charities. Clr. Hine reported that a fund-raising event for Macmillan Cancer Trust was to be held in Jameston Village Hall and was being organised by Jameston Community Association. Clr. Peter Kidney proposed that MCC do not provide a charitable donation to these organisations on this occasion and when a vote was taken, eight were in favour of this, with one against.
EMERGENCY ISSUES
Clr. Hughes reported that the chevron road sign markings at West Moor Corner had been destroyed by a hedge cutter recently and had disappeared entirely. There was therefore no road warning for the sharp bend at West Moor Corner. Clr. Phillip Kidney was asked to initiate action for a replacement sign.
